| With the expansion of higher education,the number of college graduates increased year by year,the employment of college graduates has become a hot issue of social.In recent years,the problems of weakness employment of college graduates are particularly being concern.In order to promote the this graduates,create a fair employment environment,government and relevant departments introduce some relevant policy.Taking Fujian employment policy of weakness employment graduates for study.Firstly,through the questionnaire survey of employment groups and employers in Fujian,analyzed the implementation of Fujian employment policy of weakness employment graduates.Secondly,analysis the provincial and municipal text of this policy.Statistical keyword changing on the text of the policy,describing their changing and features.Then,proposed current problems of the policies from the perspective of policy formulation,implementation and evaluation.There exists the shortage of policy-making body,the understanding of the connotation of group doesn’t unity,the policy system is imperfect,lack of pertinence,the type of policy is misdistribution on policy-making;There is not enough propaganda and not be implemented on policies,main body lack of coordination,execution environment problems on implementation of policies;Evaluation criteria and content are not comprehensive,the body and the object is single,the results of assessment doesn’t openning and application timely in the policy evaluation.Finally,this study propose some solutions of the problems:when formulating policy,it need to unify content,multi-stakeholder involvement,improve the system and a balanced distribution;During the execution of policy,the relevant departments should pay attention to publicity,strengthen supervision and training to the main body,improve their synergies,and adapt to the environment initiative;When policy assessment,evaluation criteria must be clear,the main evaluate body and object has be increased,enrich the content of evaluation,timely public and application of assessment results. |
