Talent resources is the primary resource.Competition between regions refers mainly to economic competition,and economic competition,in the final analysis,means talent competition.With economic development entering a new normal,the driving force to the economy of the innovation and entrepreneurship has drawn more and more attention.Innovation and entrepreneurship rely entirely on talents,so earnestly increasing the intensity of constructing a highland for talent has become the focal point of the work of all regions and cities in the new situation.Continuing to carry out the innovation of talent policies and building a talent policy which is more inclusive and flexible in line with the socialist market economic system is an important guarantee for the implementation of the priority development strategy for talents and the key to achieving invigorating the city by relying on talents.So at the beginning of 2015,Dalian promulgated five talent innovation policies,trying to realize the comparative advantage of talent policy.But policy usually has certain hysteresis and uncertainty,after two years of implementation,it is necessary to make a scientific evaluation of the implementation effect of Dalian talent innovation policies,analyzes the problems about the talent innovation policies,and points out the causes,further improve the contribution of talent policies to talent work,and promote the scientific and standardized level of talent work.On the basis of the comprehensive analysis of the concepts and theories of talent,talent policy and policy evaluation,and the related research results at home and abroad,through the analysis of the background of Dalian talent innovation policies,the content of talent innovation policies,and the implementation of the policy analysis,which lays a foundation for carrying out specific evaluation.At the same time,through comparing and analyzing the talent policy of other developed cities in China,the development direction of talent policy should be made clear.In the specific evaluation analysis,with combining fact analysis and value analysis,setting the evaluation index and questionnaire scientifically,it is found that there are four common problems in the policies of talent innovation in Dalian,such as the lack of policy popularization and implementation,the lack of special talent policy,the poor cohesion of functional departments,and some policy contents lack specific standards and affect operability.In view of the problems found,the reasons are thoroughly analyzed,and based on the actual situation of Dalian,suggestions are put forward from three aspects of policy formulation,policy content improvement and policy implementation evaluation.It is believed that this study can provide reference for deepening the innovation of talent policies in Dalian,and help to improve the competitiveness of talents and innovation and entrepreneurship in Dalian,and promote the development of Dalian's economy and society.
