In expounding the methods to accelerate the transformation of the pattern of economic development, the 18 th National Congress held in November, 2012 presented that China should implement the strategy of innovation-driven development is and place high importance on the implementation of innovation-driven development strategies. Thus, the priority of innovation has been enhanced again in China’s economic development. Achieving the goal of constructing an innovative country depends on the strategy of reinvigorating China through human resource development. In order to control the commanding point of new technology revolution, our country should engage in cultivating a large number of outstanding talents equipped with modern scientific and technological literacy and innovation ability. President Xi Jinping has highlighted the role of innovation in the development of China’s science and technology. The most fundamental way to implement the strategy of innovation-driven development is to enhance the capability of self-innovation; the most pressing issue of which is to eradicate institutional and mechanisms barriers. Thereby, science and technology, as the primary productive force, the great potential of which can be liberated and be realized to the most degree.The talent competition, in some sense, is the focus of the competition in the world today. Ultimately, the competition of talents creativity should be a priority for all. A nation’s competitiveness depends significantly on the overall state of quality and quantity of talent innovation. The cultivation of innovative talents becomes one of the core elements in the implementation of innovation-driven development strategy. Although significant achievements have been made in the construction of innovative talents team since China’s reform and opening up, the number of high-level innovative talents, top scientists and leading hi-tech talents still cannot meet the demand of the strategy of innovation-driven development. Simultaneously, the weakness of innovative talents’ ability, the limited quantity of innovation with groundbreaking products, the low level of self-sufficient rate in key technique have become the main obstacles in the implementation of the innovation-driven development strategy. With the purpose of providing strong talent support to the innovation and development of the country, the reforming of the existing innovative talents development mechanism becomes an urgent issue at present. Based on the status quo of Shanghai’s innovative talent development, through the analysis of the “Thousand Talents Program” of the city, and combining with the present policies, this paper tries to employ a new theory view to make some suggestions on accelerating the formulation of innovative talents policies in Shanghai, thus can provide reference value for the improvement and innovation of talents developing policies to a certain extent.
