The Research On Adulation Of Skilled-Talents Policy From The Perspective Of Stakeholders

To accelerate the construction of skilled-talents,is conducive to the improvement of comprehensive national strength and core competitiveness.To improve the system of training skilled-talents is conducive to accelerate industrial transformation and upgrading,promote enterprise innovation ability,to achieve sustained rapid and coordinated development of the national economy.With the development of national economy and comprehensive strength,the competition of talents is becoming more and more intense,especially the technical talents with special knowledge and skills.In order to speed up the construction of skilled-talents and improve the quality of workers,countries have made efforts on kinds of policy for skilled-talents.Policy evaluation is an important part of the policy process.It is one of the important contents of policy scientific research.It is also an important basis for testing the effect of policy implementation and formulation improvement.Scientific assessment is an important guarantee for policy formulation and implementation.The introduction of stakeholders in theassessment process makes it meet the needs,more operational for the results of the assessment,and makes the final policy more mutually beneficial.It is recommended from the perspective of stakeholders,to evaluate of the policy on skill-talents,and to proposed the improvement,which makes public policy more perfect,more conducive to the cultivation of skilled-talents,and finally help them play a better role.This paper takes Jiaxing Economic and Technological Development Zone as example,and evaluates the strategy of Jiaxing city on technical-talents by sorting out documents,statistical data analysis,questionnaires and interviews.It is found several problems,such as,uneven distribution of skilled personnel in the industry,the relative lack of high skilled talent,and the participation of enterprises training is still to be improved.This paper presents solutions including to build a good public system conducive to the development of skilled personnel,actively guide and play the main role in the training of skilled personnel,and establish a multi-channel financial support system.
