Study On Univesity Capital Security And Prewarning Management

In recent years, there's more and more research on the fund safety in HEIs. With the initial establishment of socialistic market system and new investment system for education funds, both the interior and exterior elements influence the fund safety in HEIs. The financial sections and staffs in HEIs have to hold a new responsibility how to decrease fund risk and assure the education funds.With the perspective of risk warning, this thesis constructs a macroscopic early-warning and monitoring system on fund safe-management in HEIs, according to the principles and technology of P-S method. This system pays attention to the possible unsafe elements and risk in funds management, and its purpose is to examine the institutes'ability to confront debts and evaluate their financial management condition through a series of index reflecting fund safety in HEIs. Once the financial management is in danger, the system will automatically give the related warning to financial sections which can further take effective measures beforehand. Based on the research on fund risk in HEIs home and abroad, this thesis studies the following four areas:1.Sorting out the condition of HEIs financial management in China, including their achievement and development, and emphasizing the problems in present HEIs financial management.2.Constructing a set of early-warning system and monitoring models on fund safe-management in HEIs according to the principles and technology of P-S method.3.Setting up the warning boundary figures and ranks for P-S with the quantitative and qualitative methods, and establishing the macroscopic early-warning and monitoring system on fund safe-management in HEI.4.Drawing nine virtual conclusions through the analysis on financial data in a university of Shandong province, which examines the efficiency of this system. Based on the study in the above four areas, this thesis summarizes the measures provided by Chinese scholar. Meanwhile, it gives some references for financial management staffs in HEIs with the perspective of macroscopic warning.
