At present, our country’s higher education has entered a new historical development period, higher education in China is transforming from the traditional form to the modern form.In order to adapt to this change,the concept、task、goal、system in the higher education also made the changes.Internal factors played a major role in the development,the development of China’s higher education is inseparable from the schools themselves,especially the school internal decision.How to set up a decision-making system with Chinese characteristics and create a efficient University decision-making mechanisms is a problem than can not be avoided on the way of the development of China’s universities.Observe the domestic situation, the universities decision situation is roughly same.There are not too much significance. While foreign situation is not the same.Such as Harvard University,Yale University and Oxford University, these world-famous schools’ management has its own management features, decision-making system has a very large significance for my country. Based on world-class universities——the Oxford University, this article describes the school’s decision-making system, from system analysis and decision-making process. This article consists of six parts.The first chapter introduces the meaning of the research on decision-making system and some related theory results.The second chapter has defined description.In the third and fourth chapter respectively from Oxford University of decision-making system and decision process detailed described the internal decision system of Oxford University and in the fifth chapter introduces the disadvantages of decision-making system in Chinese universities.In the last chapter introduces the insufficient of this article.At Oxford University,the organizational structure of the school perform their respective duties.Because of the tutorial system and the college system, departments can fully exercise their powers.In the outside of the University, United Kingdom interferes the development of school, but the government plays a promotion role.But China is very different. Judging from the decision-making process, formulation, implementation and monitoring and evaluation were taken down in the regulations. On the whole, the decision-making of the Oxford University has a high independence and it also has a sound oversight mechanism and a high Legality.Anti-views domestic,the internal decision system Chinese Universities is exists with many problems, such as lacking independence and supervision.For these phenomenon,we must establish a science reasonable decision system,that Chinese Universities has a clear power system and establish a effective supervision assessment mechanism.So that can we have a science decision system and upgrade the quality of our university and promote the development of education in China.
