This study by collecting relevant policy documents for the "Code for the Professional Ethics of Primary and Secondary School Teachers"(hereinafter referred to as "the Code"),starts from the content analysis and quantitative analysis of the text and studies the evolution of the "Specification" in these 30 years.,evolutionary logic and future direction,and put forward relevant policy recommendations.The full text is mainly divided into seven parts:The first part is the research background and research status.The research on the evolution logic of "norms" in China is mainly divided into three parts.First,there are problems in the professional ethics of primary and secondary school teachers,the second is the interpretation of the texts of the “norms”,and the third is the reflection and suggestions on the professional ethics standards of primary and secondary school teachers.The interpretation of the research background and status quo is conducive to the follow-up “norms”.Policy analysis and research.The second part is the division of the evolution of the Code.This part is based on the phased characteristics of evolution and divides the “norm” into three phases,namely the experience generation phase,the normative development phase and the standardization specialization phase,and describes and summarizes the evolution of the three phases.The third part analyzes the contents of the "Code for the Professional Ethics of Primary and Secondary School Teachers".This article thinks that the evolution of teachers' professional ethics regulations is hidden in the text changes of the "norm",so from the five levels of reservation,modification,addition,deletion and regression,the commonalities and differences in the expression of the "norms" are analyzed.The fourth part is the quantitative analysis of relevant texts of the "Specifications" policy.From the changes in the number of relevant policy documents,we can look at the relevance of the central policy documents and local policy documents and grasp the overall trend of the related policies of the “Code”.The fifth part is the evolution logic and future trend of the "norms".This part uses the methodology of education policy generation to describe the evolution logic of the “Specification” from the four aspects of motivation mechanism,policy objectives,process safeguards,and discourse cultural rules,and proposes the future direction of “Specifications”.In the sixth part,the recommendations on the "norms" policy are discussed in terms of principles,texts,execution and evaluation.In principle,teachers' professional ethics requirements at different levels must be established with the aim of advancing teacher professionalism.Textually,it is necessary to focus on the operationalization of the content of the "norm" text.Implementation and evaluation requires the formation of a clear and definite system of teacher ethics implementation and evaluation systems with clear-cut responsibilities and responsibilities,and careful handling of the responsibilities arising from the confusion,violations and violations of the principles of teacher moral evaluation that appear in the implementation of the Code.Hollowing and teachers' "high moral standards".The seventh part,conclusion.The summary section reviews the full text and concludes with a summary of the evolutionary logic and future direction of the Code.
