At present,the country is deepening its reforms and modernizing the national governance systems and capabilities comprehensively.Meanwhile,the reform of personnel system in universities is facing a great historical opportunity,and some universities have carried out active exploration on the reform of university salary system.Especially for the problems of the existing post performance pay system,such as giving priority to identity management,ignoring the market value law and valuing research while despising teaching,many universities have tried new salary systems,and university teachers' annual salary system has become a hotspot issue in the field of education.Therefore,research on the current situation,problems and prospect of the application of university teachers' annual salary system comply with the trend of reform,and help universities understand and standardize the use of annual salary system,then,provide new ideas for the reform of university salary system.This paper takes the development logic of things as writing clues,and follows the research ideas of " status description,problem analysis and improvement strategy",and combines the interview method and the comparative law on the background and motive,the specific operation flow,the existing problems and the effect of the implementation of the annual salary system of 7 universities directly under the Ministry of Education.The study found that colleges and universities to implement the annual salary system is mainly to attract talent,but also with the international convergence,a clear teacher responsibilities,to the new people to warm up and other reasons.The annual salary system is basically by the college and the school two main body to promote the main object includes high-level talent,special job personnel,new teachers,foreign talent and so on.The majority of the annual salary consists of fixed and floating two parts,the annual salary level is based on the region,discipline,talent itself,school finance and teacher income gap in many factors comprehensive consideration.Annual payment includes full payment and installment in two ways,including the annual assessment and assessment of the two kinds of assessment,through,not through and do not assess the three results.The annual salary system is basically a good guarantee of funds,there is no personnel disputes.The annual salary system makes the teacher material and spiritual life are greatly improved,but also to attract students to stabilize the talent,changed the concept of teachers,a clear teacher responsibilities,and promote international exchanges and so on.In the last year,the author hopes to strengthen the efforts of the state,universities and teachers at all levels,to perfect the system construction,standardize the reward and punishment mechanism,enhance the sense of talent trust,regulate the flow of talent,change the traditional concept Five aspects of the prospects.In short,the annual salary system to a certain extent,the existing pay system has played a complementary role,but also further promote the pay system reform.The problems in the implementation of the annual salary system are both the result of the continuation of the traditional culture and the concept,and the result of the lack of policy system guarantee.With the deepening of the country's reform,its application prospects are expected.
