As a key factor of production,human capital has far-reaching influence on economic growth and the development of regional balance.Coordinating the allocation of human capital between Beijing,Tianjin and Hebei is of great practical significance and policy value for speeding up the process of regional economic integration and promoting the coordinated development of Beijing-Tianj in-Hebei economy.Therefore,an effective measure of the changing trend and spatial distribution of Beijing-Tianjin-Hebei human capital stocks reveals the flow of human capital between Beijing,Tianjin and Hebei,and develops an analysis of the economic development coordination and sustainability of Beijing-Tianjin-Hebei,through empirical analysis and policy simulation.Corresponding countermeasures and data references are useful for assessing the sustainability of China's economic development model.Firstly,this paper reviews the concept,theoretical development and measurement methods of human capital,and briefly reviews the research achievements of domestic and foreign scholars on the human capital stock and its flow.Under the full understanding of the development of different measurement methods and their advantages and disadvantages,combined with the actual situation of Beijing-Tianjin-Hebei,the index of"average years of education","total years of education"and cost method are selected to measure human capital.Secondly,the spatial distribution and trend of human capital in Beijing,Tianjin and Hebei are understood through the results of human capital stock calculation,in order to fully understand the transregional flow state of human capital in Beijing,Tianjin and Hebei,further rely on the education stock method of floating population to estimate the human capital flow,and compares the human capital flow and the relationship between human capital flow and human capital stock.Then,using the data of human capital and physical capital of Beijing-Tianjin-Hebei,the paper analyzes the difference of regional capital allocation.Combined with Cobb-Douglas production function to construct economic growth model and to reveal the contribution of human capital to economic growth,and to analyze the differences of the development model of Beijing-Tianjin-Hebei.Based on the results of this estimation,this paper carries out policy simulation under several scenarios,portrays the role of human capital accumulation path and cross-regional mobility in the coordination of regional development.This paper finds that the distribution of human capital in Beijing-Tianjin-Hebei region is not balanced,the stock of human capital in Beijing is at a high level,and the total human capital stock in Hebei province is high because of the population advantage,but the level of per capital human capital is much lower than that in Beijing and Tianjin.The ratio of human capital and physical capital is not coordinated.Although the ratio of human capital investment and physical capital investment has been increasing year by year,the amount of human capital investment is still in a lower state than the amount of physical capital investment.The contribution rate of human capital to economic growth is high,which verifies the role of human capital in promoting economic growth.It is concluded that increased human capital accumulation and human capital inflow have a positive impact on the regional economic growth through the counterfactual scenario simulation.
