Research On The Implementation Of School Bullying Prevention Policy

In recent years,the problem of school bullying has attracted wide attention of people from all walks of life.The State Council has issued two policies about students' prevention of bullying and violence and urged all localities to actively take measures to prevent students bullying and violence,to provide students with safe environment of schools.Although all the local governments have adopted corresponding measures according to the policies promulgated by the state and the local specific situations,and some achievements have been achieved,but there are still many problems in the implementation process.The study is aimed at the implementation of the school bullying prevention policy,taking the "Meter-Horn implementation model" theory as the analysis framework,selecting C County of F Province as the research object,and using the text analysis,questionnaire survey,interview to discuss the text of the school bullying policy,the characteristics of the executive organization,the implementation tools,the disposition of the executors and the system environment as well as their relations.It analyzes the problems in the process of the policy implementation,and put forward the corresponding countermeasures and suggestions.The study found that C County in the process of policy implementation mainly has the following problems.The policy text is not clear about the definition of school bullying.The strength of the executive members is weak,mainly for the lack of school bullying knowledge.There are many problems in the tools of the policy implementation,for example evaluation mechanism is not perfect,the incentive mechanism is invalid,and technology support is lack.The initiative of the executors needs to be improved.In the political environment,the relevant laws of young people should be perfected.In the cultural environment,the gap between family education is large.In the media environment,media reports need to strengthen education guidance.After the system analysis of thevarious elements,In order to further improve the implementation of the policy,this study intends to put forward the following suggestions:(1)Organizing experts to clarify what is the "school bullying" and to formulate a "school bullying list";(2)Improve the relevant legal provisions and formulate the law of anti-school bullying;(3)Improving the sense of social responsibility in the journalism profession;(4)Introducing intervention mechanism of universities and taking intervention measures together;(5)Perfectig the work assessment and reward mechanism.The policy is expected to be implemented more effectively,through the improvement of the various elements of the system.
