After entering the mid-20 th century,economic globalization has gradually developed into an irreversible trend of the times.What followed was the constant strengthening of exchanges and competition among countries.How to cultivate global human resources to cope with this trend has become the focus of many national education reforms.With the continuous increase in the demand for training of global human resouces and the continuous improvement of training requirements,it is not enough to carry out training of globalized talents in higher education.It is necessary to begin the cultivation of golobal human resources from the stage of basic education.This study intends to use Japan’s cultivation of global human resources in basic education since the beginning of the new century as the research object,and to carry out the background,development history,concrete connotations of Japan’s global human resources training goals,basic education policies and measures for cultivating global human resources,and educational practice activities.The analysis aims to demonstrate the dynamic picture of basic education for the cultivation of global human resources in the new century.The study is divided into five parts.The first is the introduction,which clearly examines issues,research methods,and research status.It also defines the concepts related to basic education in Japan.The second is to clarify the background,development history,concrete connotation of Japan’s global human resources training goals and the policy direction of basic education to train global human resources.The third part is the systematic discussion and analysis of Japan’s basic education policies and measures for cultivating global human resources since the beginning of the new century.This section covers four parts: strengthening English education,promoting high school students’ international exchanges,building super global high school,and developing IB.The fourth part is to inspect the education practice activities of Japan’sbasic education to cultivate global human resources.The last part is the consideration of Japan’s basic education for the cultivation of global human resources since the beginning of the new century,hoping to summarize the achievements and deficiencies of cultivating global human resources for basic education in order to draw on their experience.And in combination with the proposal of 21 st century-type capabilities,exploring the development trend of global human resources’ cultivation in Japan’basic education.
