The education quality is poor and distribution is not proper, which tells us that qualified teachers are not enough and inproving teaching environment is badly needed.Therefore, we should take advantage of the most suitable persons according to the characteristic of the personnel, building the concept of choosing and making the most of the capable, making a good plan to the personnel, creating a two-way method in order to make better use of teachers, reforming the distribution about educational pay, providing more chances for the teachers from countries to get further study. So that we can get the success in picking out understanding teachers ,arouse the teachers' educational fervor and innovation, inproving the benefits of using staff.
