As the main force of the development of national science and industry,education has been a hot topic of academia for a long time.The assessment of education plays an important part to en-sure the development of education,which receives close attention from scholars in the relevant fields.The education assessment system needs urgent reform in present circumstance,against this background "Separation of management and assessment" becomes a realistic path to our national education management philosophy in recent years.This realistic path attracts more and more educa-tional practitioners' research interest as well.Nowadays in China,the third-party education assess-ment agencies are emerging gradually,which is a beneficial attempt for our regional education reform and innovation.As an emerging force in the field of assessment,the third-party education assessment agencies have been proved to be very effective in completed or underway education evaluation projects.Based on this starting point and through the search of relevant literature mate-rials,this essay defines the meanings of validity assessment as well as investigates the connotation of third-party education assessment agencies.And starting from the technical level and the institu-tional level which ensure the effective development of the education assessment project,this essay expands the discussion refers to the judgments of assessment validity "two dimensions and five forces" model and the corporatism theory.On the basis of this theory,it formulates the education assessment project as a research proposition,takes "2013 Jiangsu Province education modernization construction monitoring and evaluation project" as the research object;develops around technical support level and the institutional support level,respectively interview the assessment party(staff),partners of assessment party(expert team members)and the assessment objects(teachers)and ana-lyzes the evaluation process.Mine the details of the assessment,review the difficulties and solu-tions during the operation of the assessment,try to show a true and comprehensive monitoring and evaluation of the project,and explore the essence of the project's effective operation.In the later empirical analysis,first from the technical level,the operation process,operation mode and the ef-fective execution of the project operation are summarized,and compared and analyzed with the monitoring and assessment projects based on the rational perspective.From the institutional level,based on the corporatism theory,in the initial stage of macroscopic assessment,the government's participation in management is beneficial to maximize the effect of social output.This political be-havior should be recognized and respected and it constructs a new model of the relationship for the three parties.Finally,in order to further promote the development and innovation of our country's educational assessment project,respectively proposed suggestions to the government,the assess-ment party and assessment objects are proposed.First for the government,it needs to expand investment in resources and enhance the support capability,with the advance of the project,the government involvement will gradually change;secondly for the assessment party,it needs to set up high quality management team,develop cha-racteristic core technology,update and perfect information platform,and to strengthen the links with other platforms;and for the assessment object,cultivation of the consciousness for self-development is required,and stimulate the driving force of the development for the regional educa-tion.
