With the acceleration of economic globalization and the arrival of the Internet economy era,the core challenge for maintaining high-speed development of the city is not about material resources,but innovation.To innovate or not depends on the people.Therefore,the global talent competition is becoming more and more intense.In 2010,National Program for Medium and Long-term Talent Development(2010-2020)was promulgated.The State has established a strategic layout for the priority development of talents in economic and social development.And,the strategic significance of the strategy of priority to the talent development is self-evident.In order to promote the priority development of talents and implement the strategy of giving priority to the development of national talents,local governments at all levels have formulated and implemented a series of preferential policies for the development of talents.Has these policies advanced the implementation of the strategy of giving priority to talent development? Are these policies reasonable and effective? Based on this background,the author chooses the policy implementation of the development of local government talents as the research issue of this paper.In order to answer the above questions,this article relies on policy implementation theory,takes the implementation of Shenzhen's policy of giving priority to talent development as an example,and discusses the theory and practice of the implementation of China's talents' priority development policy.The full text is divided into six chapters: The first chapter of the thesis firstly summarizes the related research on talents' priority development policy from the strategic perspective and the Strategy of Priority to the Talent Development perspective,for points out the importance of talents' priority development.The second chapter then points out the theoretical foundation of the article,that is,the theory of policy implementation,and puts forward the author's theoretical analysis framework based on the comprehensive model of policy implementation of Mazmanian and Sabatier.Under the support of the above theoretical analysis framework,the third chapter clarifies the implementation status of the priority development policy of talents in Shenzhen;The fourth chapter analyzes the problems existing in the implementation of the talents' priority development policy from the four dimensions of talents priority development policy content,talents priority development policy capability,talents priority development policy organization,and talents priority development policy environment;The fifth chapter adopts four dimensions to comprehensively analyze and solve the problem of the implementation of the policy of giving priority to the development of talents.In the future,the Shenzhen government needs to deepen the reform of specialized mechanisms for talent evaluation,upgrade the degree of service for the socialization of talented public services,review the powers and responsibilities of government personnel services,establish a coordination mechanism for the implementation of talent policies,and optimize the “one-stop” service process,establish a comprehensive human resources service platform,improve the accountability mechanism for social participation supervision,and attach importance to personnel training and development in the region.
