Talent is an important core resource to promote economic and social development.Whoever has enough talent resources will have the initiative to compete.In recent years,under the background of the national talent strategy and talent development plan,local governments have introduced various talent introduction policies based on actual conditions,continuously optimized talent service measures,and launched more intense talent competition.Qiannan Prefecture in Guizhou Province has also successively introduced a series of policies for talent introduction.Although some achievements have been achieved,there is still a big gap from the expected goal.The main body of the paper takes the implementation of the talent introduction policy in Qiannan Prefecture as the research subject.With the help of the Smith model analysis framework,the paper analyzes the difficulties and causes of the implementation of the talent introduction policy in Qiannan Prefecture from four aspects: the policy itself,the implementing agency,the target group and the external environment.,through the investigation of literature,questionnaires,individual interviews,etc.,it is found that in the process of implementing the talent introduction policy in Qiannan Prefecture,there are three dilemmas such as "difficulty in introducing talents" due to insufficient policy attractiveness,"difficulty in retaining talents" due to low service satisfaction,and "difficulty in landing talents" due to insufficient power platforms.The next step is to improve the policy system,improve the execution efficiency of executive agencies,stimulate the endogenous motivation of talent officers to start a business,and optimize the external environment for talent development.To crack,so as to improve the effectiveness of the implementation of the talent introduction policy in Qiannan Prefecture,and promote the realization of the strategic goal of "strengthening the state with talents".It is hoped that this paper can provide some reference and reference for the study of talent introduction policy in Qiannan and other similar regions,especially in the western region. |
