Talent is the first resource of economic and social development,and human resources strategy gradually become the core strategy of national and regional development.Under the background of vigorously implementing the strategy of reinvigorating China through human resources development,Huizhou has established the Program for Medium and Long-term Talent Development(2011-2020),and carried out talent development strategy layout,enabling it to become the important engine of economic and social development.With the development of Huizhou' s economy moving into a new normalcy,optimization and upgrading of the economic structure and the transformation of growth driven to innovation,the demand of talents for Huizhou's economic and social development is more intense than ever,and the implementation of human resources development strategy needs to be more powerful.Therefore,combining with the new situation of Huizhou's economic and social development on demand for talents,it has become an important issue for relevant work to review the problems existing in the implementation of human resources development strategy and seek more effective strategies implement the human resources development strategy.The paper analyzes the main problems of implementation of human resources development strategy on the basis of presenting its status quo of Huizhou and referring to the demand for human resources of the industry development.And it also analyzes the reasons of the problems existing in implementing human resource development strategy from the dimension of the policies of the strategy,environmental dimension and management security dimension.Finally,the paper puts forward the countermeasures to promote the implementation of Huizhou's human resources development strategy.First,it should be clear to focus on talents' demand,the introduction and training of high-level talents,technical talents and highly-skilled talents.Second,strengthen the talent policies and the implementation of the environment to attract the talents.Strengthen the construction of human resources development platform and promote enterprises to actively participate in the construction of talents,attaches great importance to the talents of social atmosphere and increase the human resource development strategy implementation of talents attraction by improving the talent competitiveness of preferential policies.Third,improve the guaranteeing measures for the effective implementation of the human resource development strategy.And strengthen funds support of the human resource development strategy,broaden working ways of the human resource development strategy implementation and promote the rational and orderly flow of human resources for effective implementation of the human resource development strategy by integrating resources on the implementation of human resource development strategy.
