Strategy Research Of Adopting PPP Mode In The Construction Of New Campus

Since 2017,the policy of standardizing PPP projects has been promulgated,which has cooled the PPP boom.At the same time,in response to education "Thirteen-Five" planning,the expansion of higher education,some colleges and universities face the plight of infrastructure shortages,new campus construction has become one of the ways to solve the demand.The construction of new campus is similar to the construction of park,which has the characteristics of large area,large amount of building,large investment,less profit-making projects and slow investment recovery.This raises the key to the adoption of PPP mode in the construction of new campus,and discusses the implementation of such PPP projects.By using partial least square method(PLS),the paper studies the influence path of university capital expenditure on teaching research support,personnel scale and achievement output.According to the cluster analysis of the regional scores of PLS calculation,the results show that the capital expenditure of each region is basically consistent with the local higher education level,thus verifying the necessity of adopting the PPP model.At the same time,this paper puts forward the method of combining external financing with internal financing in university financing.Based on the analysis of the structural equation Model(SEM),the key success factors and the expectation of the stakeholders were analyzed by the questionnaire.The policy factor has the biggest influence to the success of the PPP project in the new campus,the second is the technical factor,and the stable macroeconomic condition,the sound economic policy,the reasonable risk sharing mechanism and the good credit and efficient organization structure of the government department are the key factors of success.For the three parties involved in such projects,the expectations of universities and governments should be paid attention to,and the focus of attention lies in stable and reasonable income,meeting teachers ' and students ' demand for college infrastructure and providing high quality higher education.This paper introduces the SWOT strategy analysis method,uses the entropy weight method to determine the index weight,and determines the strategic azimuth as 240.90° by the grey evaluation method,namely the TW avoidance Conservative strategy.At the same time,the concept of blue ocean strategy can be used to guide such projects,through the "elimination-reduction-increase-creation" coordinate to clear the construction of the three-party main responsibility,and the use of strategic distribution map to put forward the project strategy,at the same time for the early decision of such projects put forward.
