As the last network of social security,social assistance has entered the stage of perfection after its establishment,promotion and standardization.As a part of social assistance,the minimum living security system for urban residents has been in operation for more than 20 years since it was piloted in Shanghai in 1993 and then popularized throughout the country.It plays an important role in regulating social interests,resolving social contradictions,promoting social equity and maintaining social stability.Social work,as a process of providing material and spiritual help to poor families,has gradually developed its values,theoretical knowledge and methods and technology,thus forming a profession and a profession,which is naturally compatible with social assistance.Social work intervention in social assistance of low-income families is of great significance for maintaining social stability and promoting social harmony.As a new way of providing public services,the government purchasing service system plays an important role in improving the quality of public services,meeting the diverse needs of the public and promoting social harmony.In China,government purchase of social services was first introduced into the field of environmental sanitation in Luohu District of Shenzhen in 1994.Government purchasing services is the only way for our government to improve work efficiency,improve government functions and meet the diversified and professional needs of the public.Poor groups,whether in cities or in rural areas,are highly valued by the Party and the government,which also promotes the emergence of social work services in the field of social assistance.Under the influence of the traditional problem perspective,the focus of attention on the group of low-income insurance is mostly limited to its vulnerable position and inadequate capacity.Based on the perspective of energy-increasing theory and qualitative analysis,this study describes the operation of a low-income family assistance project in Zhengzhou through interviews and participatory observation.The project team first evaluates the needs of the clients,and finds that the clients have the needs of timely access to policy information,widening social support networks,employment and mental health counseling.To meet the needs of children's education.On the basis of needs assessment,information platform plan,mental health counseling plan,employment support plan,social support network circle plan,and education assistance plan for children of low-income families are formulated,and the implementation process of these plans is further described.Afterwards,the effectiveness of the service object in each plan is demonstrated,including the improvement of the service object's ability to obtain public welfare information,the ability to live independently,the ability of personal livelihood,the improvement of social competence,the expansion of communication circle,the strengthening of parent-child relationship and the enhancement of social participation;at the same time,the reasons for the failure to achieve the expected results are analyzed.Finally,from the operation of the project,this paper explores the dilemma of social work intervention in social assistance,that is,poor autonomy of social workers,lack of sustainability of effectiveness,limited funds,emotional exhaustion of social workers,and puts forward corresponding countermeasures and suggestions for the dilemma,mainly including the policy guidance of the government,the enhancement of the capacity of social workers,and so on.
