Education is an important means for China to implement the strategy of rejuvenating the country through science and education and the strategy of strengthening the country.It was clearly stated in the nineteenth report: put education in the top priority of the people's livelihood and strive to ensure that every child has a fair and quality education.Since the 18 th national congress of the communist party of China,the reform and development of education has achieved certain results and the popularization results have been further consolidated.As of 2016,the net enrollment rate of primary school children in China reached 99.88%,and the gross enrollment rate of junior middle school students was 104.0%.Nine-year compulsory education has reached 93.0%,and nine-year compulsory education has exceeded the average level of the world's high-income countries,1.6 percentage points higher than in 2012.However,due to the existence of some non-equalization reasons,the obligation education has different degrees of difference between regions and between urban and rural areas.In order to promote the equalization of obligation education,this paper adopts the method of quantitative analysis and empirical analysis to study the obligations of predecessors.First of all,using tal index respectively,the gini coefficient and variance analysis,respectively for compulsory education spending,school conditions and teachers of equal level to measure,analyze our country compulsory education equalization differences between regions.Secondly,based on the national 31 provinces and cities in 2008-2015 panel data as samples,the empirical analysis the influence level of our country compulsory education equalization,from the level of economic development,fiscal capacity,finance preference degree,level of transfer payments,fiscal decentralization degree of factor analysis to our country compulsory education equalization degree effect significantly,and positively correlated relationship in statistics.Finally,the paper puts forward the policy Suggestions to promote the equalization of obligation education in China.
