After World War II,the non-governmental organizations that are important actors in the international system have enjoyed unprecedented growth and played an important role in the country’s foreign assistance.Japan,as a major assistance power in the world today,its non-governmental organizations have played a huge role in Japan’s foreign assistance.Of the top ten recipient countries in Japan,Vietnam has been at the forefront.A systematic analysis of the assistance provided by Japanese non-governmental organizations to Vietnam helps to understand the foreign assistance of Japanese non-governmental organizations and their role in Japan’s foreign relations.This article mainly uses inductive method to analyze.On the basis of collecting and arranging the annual reports of relevant Japanese NGOs,as well as various publications on the press.This article analyzes the field,project,mode and so on of Japanese NGOs’ assistance to Vietnam since the 1990 s,summarizes the characteristics of its assistance,and analysis the reasons for its assistance and the results achieved.Since the 1990 s,Japanese non-governmental organizations have provided a great deal of assistance to Vietnam in various fields such as environmental protection,agriculture and rural areas,maternal and child health,education,electricity and poverty alleviation.They have greatly assisted Japan in enhancing its international image in Vietnam and promoting Japan’s political and economic relations and cultural exchanges with Vietnam.But there are also some problems.All of these have an important enlightenment on China’s foreign assistance.
