The teacher recruitment of universities is not a kind of work which is a single person's thing,it is a systematic problem involving different levels of departments in university or externality.The process of teacher recruitment is a power game of stakeholders,and it is also a process that coordinates the relationship of main body to express their own interests.Based on the above understanding,this study chooses four universities with different subordination in H province as the research object,and explores the allocation status and characteristics of their decision-making right on the teacher's recruitment in vertical(schoolhospital-department)and horizontal(college party and government association Committee-college faculty and staff congress).This is a practical reference value for optimizing the power allocation of teachers' recruitment.This study adopt the interview method and the case analysis method.The four universities,which includes the university under the management of Ministry of Education and both the management of province and Ministry of Education,provincial university,municipal university,were selected to participate in the research.Related personnel who has directly participate in the decision-making process of the new teachers recruitment were also selected to participate in the research.Finally,it finds that different universities in the teacher recruitment matters formed different power allocation models.The university under the management of Ministry of Education present the characteristic that the faculties has greater autonomy and could fully play their role to recruit new teachers they need.As for the university which both under the management of province and Ministry of Education,professional power has aroused the organization attention,however,lacking of power control mechanism,the decision shows a greater arbitrariness;provincial university present the typical bureaucratic organizational characteristics and centralized power allocation mode in new teachers recruitments,the decision-making power concentrated in the school level;municipal university is leaded by the municipal government,which shows that the subordinates obey the administrative is more powerful.To sum up,in order to improve the power allocation pattern of teachers recruitment in the different colleges,the author make the following recommendations:(1)the premise of power allocation: system construction,establish a university charter and rules to make the power to run a system basis and improve the party and government as the center of the leadership decision-making system to regulate the administrative power,and the professor of the council as the leading academic management system development of academic power(2)the principle of power allocation: due process;(3)the protection of power allocation: cultural construction(4)the power of the allocation of the line of defense: Supervision mechanism;(5)the basis of power allocation: the construction of professional management team.Only in this way,can we build a reasonable structure,good quality,high academic level,innovative consciousness and vitality of the teachers.
