The Changing Logic And Innovation Strategies Of Academic Profession Mobility Policy In China

With the increasing global academic competition,academic professional mobility in Chinese universities is gradually showing new features of marketing,internationalization,diversification and hierarchy.Previous government-led academic professional mobility is faced with dual challenges of institutions and market,especially on the background of current national strategy for building world-class universities and subjects.To achieve historical change from a big country of higher education to a powerful country of higher education,polices of academic professional mobility in the universities need changing and innovation.This study is based on human capital theory and social mobility theory,uses methods of literature research,historical analysis and policy text analysis,and also uses computer automated crawling technology to clarify historical development process of academic professional mobility in Chinese universities through macro view,analyzes basic characteristics of three stages like its beginning,initial establishment and continuous development,discusses the great pictures of policy changes of academic professional mobility systemically,summarizes its characteristics of policy formation,investigates its path on the policy changes of value orientation,sums up current policies’ shortcomings,and then puts forward strategy selection of academic professional mobility policy innovation.This study holds the view that: from the perspective of historical policy changes of academic professional mobility,it can be divided into three stages,the beginning stage from 1978 to 1984,the initial establishment stage from 1985 to 1998,the continuous development from 1999 to now,mobility concept transformed from ‘government-led’ to ‘market-led’,mobility mechanism from ‘plan deployment’ to ‘two-way choice’,mobility will from ‘passive flow’ to ‘positive flow’.From the perspective of policy formation of academic professional mobility,its formation law shows structures of ‘instability’ and ‘non-continuity’,formation structure is dominated by ‘three-level authorities’,formation body is dominated by ‘single authority’,formation subject is mainly ‘non-specialized’.From the perspective of policy value orientation of academic professional mobility,its features change from ‘instrumentalism’ to ‘degree standard’,from ‘unity ‘to ‘diversity’,from ‘planned nature’ to ‘market-oriented’.On the whole,however,the existing academic professional mobility policy there is still a lack of legal norms,it failed to form a specialized system of academic professional mobility policy system and other issues.Therefore,policy innovations of academic professional mobility need be based on ‘academic people’,conform to the inherent logic,follow the development path of the academic profession,respect personal self-respecting academic spirit,obey the rules of ‘laws’,follow the inner laws of academic professional mobility,comply with operating laws of academic labor market,and make the ‘free and orderly flow’ the target selection.The basic idea on the national level of academic professional mobility policy innovation is to clarify the policy-making body and different levels of policy-making objects,then forms a systematic academic professional mobility policy system.
