Research On Policy Changes Of High Skilled Talents In Jiangsu Province Based On Policy Measurement

At present,China’s economy is striving for high-quality development.China’s manufacturing industry must move towards the development path of innovation driven and accelerating industrial quality improvement and upgrading.High skilled talents are the key elements to achieve the above objectives.In the context of this era,the development status,internal change law,existing problems and corresponding optimization countermeasures of the policy for high skilled talents urgently need attention.It is worth systematically combing and explaining the theme and policy tool change law of the policy for high skilled talents from the perspective of policy change,This will theoretically make up for the lack of academic research on the vertical change of high skilled talent policy,promote the research on the motivation of policy change,help the integration of policy change theory and policy tool theory,and form enlightenment for the government to optimize the high skilled talent policy in a practical sense.This study takes the high skilled talent policy of Jiangsu Province,a major manufacturing province,as the research object,follows the bibliometric analysis path and policy content analysis path in the text measurement research method,takes policy themes and policy tools as the main focus,combs the change process of Jiangsu Province’s high skilled talent policy from the initial introduction to today,and summarizes the law of policy change types,themes and tools.With the help of multiple-streams theory,this paper also makes an attribution analysis of the policy change.With the help of policy text measurement research,the overall laws of high skilled talent policy change in Jiangsu Province include:the policy change of high skilled talents in Jiangsu Province has the characteristics of both conventional policy change and paradigm policy change;The policy theme and objectives are becoming more detailed and clear,the focus of policy has shifted from talent appraisal to multi-faceted cultivation of talents;Policy tools show a diversified development trend;Political stream plays a leading role in the process of policy change.The research also obtains some policy problems existing in the policy change of high skilled talents,such as lack of focus on policy themes,lack of policy tools in demand and utility dimensions,poor way of policy investment,etc.Through theoretical analysis and QCA test,this paper analyzes the causes of the above problems,including the time lag of policy update,the limitation of policy concept,the limitation of policy environment,etc.Based on the above,this paper puts forward optimization countermeasures,including improving the dynamic adaptation of policies to the environment of the times,improving the combination of policy tools,and strengthening intergovernmental policy learning and interaction.
