Under the background of the current reform of the school district,as a way of promoting the balanced development of education and the rational allocation of teachers,the teachers' flow within the school district encounters a variety of obstacles in the process of implementation which affects the real results of teachers' flow.Its important reason lies in lack of incentive mechanism of teachers' flow.As a result,it is necessary to discuss how to promote the rationality and validity of the teachers' flow within the school district through the systematically building of incentive mechanism so as to promote the balanced development of compulsory education.This paper summarizes the domestic and foreign literatures related to the reform of the school district,the teachers' flow and the incentive mechanism,and makes a clear definition of the core concept of this paper.This study is based on the current reform of school district's management and the practice of teachers' flow.It's object is the incentive mechanism of teachers' flow within the school district.Under the guidance of the motivation theory and the organizational change theory,Z school district in JS area of Shanghai will be the case study.Through the text analysis,depth interview and methods of case study,the basic situation of the teachers' flow within school district and the status quo and the problem of the incentive mechanism's building of the teachers' flow within school district will be comprehensively studied.In addition,this research will collect the real ideas and suggestions of the grassroots teachers,the school administrators and the school district administrators to provide sufficient theoretical basis and practical basis to the building of the systematic and operational incentive mechanism of teachers' flow within the school district.According to the results of the survey,the author systematically builds the incentive mechanism of teachers' flow within the school district in three phases on the basis of the process of teachers' flow and the comprehensive incentive model of PorterLawler.In the start-up phase,the gravity mechanism is established to enhance the teachers' willingness to flow.In the implementation stage,the adjustment mechanism is perfected to improve the effect of teachers' flow.In the feedback stage,the appraisal mechanism is implemented in order to strengthen the behavior of teachers' flow.At the same time,according to the operational process of incentive mechanism,establishing and improving the information communication mechanism and the incentive evaluation mechanism to realize the effective control of the incentive process is necessary.On the basis of the construction of the incentive mechanism of teachers' flow within the school district,the author puts forward the policy suggestions on the construction of incentive mechanism in the three levels of the administration of government,the management of school district and the management of school from the perspective of managers.In the aspect of government administration,we should strengthen the coordination among government departments,promote the system of “Job Rotation”,and reform the management of teachers' establishment.In the aspect of school district management,we should strengthen the construction of school district culture,add the working group of teachers' flow,and set up the special fund for the teachers' flow.In terms of school management,we should improve the humanistic care of teachers and strengthen the construction of schools' connotation.
