The crisis of climate change and energy instability is mutually understood between nations as a global problem.Sustainability projects, such as renewable energy projects(e.g.,solar,hydro,wind and biomass)are key to solving this problem but are currently in a period of stagnation. Why are sustainability projects stagnated? What are the factors of stagnation? Sustainability projects geographically relative to destination points along China's One Belt and One road(OBOR)are explored to find factors of sustainability project stagnation and factors of sustainability project success. The purpose of this is for the present and future benefit of OBOR sustainability projects.Success factors are highlighted so that they may be adopted into sustainability projects in China. This would allow China more practice with sustainability projects and to gain a true understanding for the process.China can take advantage of a period of trial and error in order to save valuable time, money and resources. This is crucial in that misunderstandings due to a lack of knowledge, know how, expertise,or awareness, has caused precious time, money and resources to be wasted on numerous sustainability projects across the world. Is there a solid proof way to avoid sustainability project stagnation? Should these projects have a starting point before blind implementation? If so,where should these projects begin? The United Nations(UN)Sustainable Development Programmme recently suggested that the three pillars of society(i.e.,government,industry and community)must work in reciprocity in order to overcome sustainability project stagnation.Members of the UN research team find that misunderstanding between pillars of society creates stagnation in the sense that communication, education and awareness are vital aspects for sustainability project implementation, progression, consummation and long-term maintenance. What is overlooked is the identity and characteristic of higher education institutions, specifically universities, which are exactly the infrastructure of the UN's concept of ‘societal acceptance'.This paper explains how universities are valuable sites for sustainability project implementation and provides the theory of how Chinese Universities can be valuable assets to the Belt and Road Initiative(BRI).This is important to China's sustainable response to global climate and energy issues. The purpose of this research is to clear a path to relieve sustainability project stagnation,to which case, the incentive of this paper is to bring to attention what is necessary for sustainability project success and how Chinese Universities can be a starting point to help achieve this goal.
