In knowledge economy era, with quick depreciation of the knowledge and fast changes of external environments, the career stagnation of middle school and elementary school teachers seem to be popular more and more. Therefore, how to aid teachers to overcome stagnation is a serious issue in the view of school. This study selected middle school and elementary school teachers as the object and attempted to measure their career stagnation and seek for strategies to break through the stagnations.This dissertation consists of five chapters. In chapter 1, it outlined research background, significance, scope and object. reviewed and summarized literatures relating to career stagnation research fields, measurement and governance. It refined three dimensions: willingness, opportunity and capacity. In chapter 2, it introduced the general design. Develop and test career stagnation scale. Since current scales are designed for occupational tableland, career barriers and career growth separately, and could not reflect the whole contend of career stagnation completely, this study integrated the relevant researches to develop a scale in dimensions of motivation, capability and opportunity. The test results indicated that both reliability and validity of the scale were fair ideal. In chapter 3, data processing. In chapter 4, distinguish the stagnation from seven types. To aim at seven types, it was mainly to set up the strategies for career stagnation. Finally, In chapter 5, it summarized the whole dissertation, the conclusions drawn by this research are as follows: First, middle school and elementary school teachers'career stagnation are composed of 3 factors: willingness, opportunity and capacity. Second , the variable in population statistics can affect career stagnation: the level of lose willingness and career stagnation of women is higher than that of men; the level of lack of opportunity of teachers whose age are lower 30 and range with 41-50 is higher than that of teachers whose age are range with 31-40; the level of lack of capacity of junior college teachers are higher than that of undergraduate teachers; the level of lose willingness of teachers whose teaching age are range with 10-20 is comparatively lower than that of teachers whose teaching age are range with 5-10 and 20-30. In the end, it summarized the whole dissertation and indicated directions for the future study.
