Starting from Marxist distribution theory,Public supply theory and other relevant theories,based on the national policies of advocating the equalization provision of urban-rural compulsory education service system,this paper analyzed theoretical significance and practical value of equalization provision of urban-rural compulsory education.For the earliest opening and developing in the six provinces in the southeast coast of China traditionally speaking,this paper selected this region as a typical analysis object.Since the opening port in the late Qing dynasty,through reform and opening,and till today,this region not only possess a higher degree of economic development than other regions,but more importantly,as a vanguard of institutional innovation in the period of reform and opening,an experimental field for various policy mechanisms,they dare to try and become a leader in the direction of deepening reform.Therefore,choosing this region as an analysis object has a certain degree of practical significance,also provides a path for the institution change,a learnable and promotional experience from the overall analysis of the equalization provision of compulsory education in urban-rural areas of China.This paper selects the panel data of the last ten years of this region.In the chapter4,used the Theil Index in the seven secondary indicators set up under the three first-level indicators such as education funds to specifically analyze the equalization provision of compulsory education between urban and rural areas,we found the overall level of progress has gradually increased,but there are large differences between individuals,and the equalization degree of primary school is generally better than junior high school.Then,used the principal component analysis method,we combined the seven secondary indicators into a comprehensive indicator,and we found that the degree of equalization in Zhejiang and Fujian province is the highest,the volatility range of equalization in Shanghai and Guangdong province is relatively large,and the equalization of Jiangsu and Guangxi province is in the middle and the change is minor.Then we analyzed the impact mechanism in theory.In the Chapter 5,we constructed a regression model from the aspects of finance,economic development and population structure,and used the GMM analysis method to search for constraints and measured the impact factors of each factor.The empirical results show that fiscal transfer payments and per capita GDP have significant positive effect on the equalization provision of urban-rural compulsory education,differences in the level of consumption and disposable income between urban and rural residents have significant negative impact on equalization,and pressure on fiscal expenditure,the proportion of students enrolled in compulsory education has a negative effect on equalization and so on.Finally,based on the analysis of influencing factors and current situation of equalization provision,we targeted to put forward some concrete suggestions to increase the degree of equalization provision between urban-rural compulsory education.The suggestions including: fiscal transfer compensation,protection of legal systems,tilting of excellent teacher policies,public supply of teaching hardware,clarify land property rights to ensure farmers' income,optimize industry and household registration structure,etc.
