Compulsory education is the most basic part of the national education system and an important part of basic public services.The realization of the equalization of compulsory education is not only the basic policy goal of the country but also the basic value concept of the public.The degree of equalization is directly related to the overall quality of the future population of China.However,due to the difference between economic and social development level and resource endowment,the situation of inter-regional education funding,teacher resources,hardware facilities andothercompulsory education resource allocations is quite different.Intergovernmental transfer payments,as a tool to balance inter-regional financial resources,can provide financial support for the effective realization of equalization of compulsory education.Based on the research on the equalization of financial transfer payment and compulsory education by scholars at home and abroad,this paper takes the mechanism of the effect of fiscal transfer payment on the equalization of compulsory education as the theoretical basis,and selects some factors that affect the equalization of compulsory education as the control variables,respectively transfer payment and different types of transfer payment as the core explanatory variables,using the feasible generalized least squares(FGLS)and panel correction standard error(PCSE)two kinds of measurement methods to regress the analysis,and conclude that the per capita net transfer payment is equal to compulsory education.It has a promoting effect,but its intensity is weak.General transfer payment and special transfer payment can promote the equalization of compulsory education.Tax rebate can inhibit the improvement of compulsory education equalization,which will seriously offset the general transfer payment and special transfer.The promotion effect of payment.Through the calculation of the equalization expenditure demand of compulsory education in each province,the total amount of the gap is obtained,and finally the policy recommendations for promoting the equalization level of compulsory education in China are put forward.The full text is divided into six chapters:The first chapter mainly expounds the research background and significance of the thesis and sorts out the domestic and foreign research results.The second chapter defines the connotation of compulsory education equalization and transfer payment,theoretically shifting Analysis of the economic effects of payments and the mechanisms of equalization of compulsory education;The third chapter uses the comparative analysis method to describe the differences in the allocation of compulsory education resources between regions in China,and uses the extreme difference,standard deviation and coefficient of variation to measure the imbalance level.The fourth chapter uses the two dimensions of input-output.The component analysis method comprehensively scores the compulsory education service level of each province and constructs the compulsory education equalization index.The fifth chapter uses the compulsory education equalization index constructed in the fourth chapter as the explanatory variable,and uses FGLS and PCSE to estimate the transfer payment pair.The effect of equalization of compulsory education is used to measure the expenditure requirements of compulsory education in each province,and the funding gap is calculated.The sixth chapter proposes corresponding policy recommendations for the funding gap of compulsory education to promote the equalization level of compulsory education.
