As the basic composition of a country's education system and the public goods that the government should provide to all citizens,compulsory education is of special significance in achieving equality between people and achieving vertical mobility of the class.Since the reform and opening up,with the acceleration of the country's industrialization and urbanization and the gradual loosening of the urban-rural dual structure,a large number of rural surplus labors have entered the cities from the rural areas in the late 1980 s and early 1990 s,and have flowed from less-developed areas to developed areas.China's transformation from a planned economy to a market economy and the promotion of urban construction and social development are major forces.With the historical changes in the structure of migrant workers themselves,the new generation of migrant workers has become the main force of migrant workers in China,and its mobility has also shifted from individual migration to family migration.With the inherent contradiction between the gradual disintegration of the urban-rural dual economic structure and the lagging dual social structure and the lagging education structure,the issue of compulsory education for the new generation of migrant workers' children is highlighted.For a long time,under the traditional supply model of compulsory education and the country's "two-based" policy,the government has become the main responsibility for the supply of compulsory education for the new generation of migrant workers.The public schools have become the main production subject of compulsory education public goods.However,under the regulation of the national compulsory education system and the carrying capacity of urban compulsory education resources,it is difficult for all enrolled children to enter the public school to study in the short term,and the country is marked by the “comprehensive two children”.The adjustment of birth control policy will increase the pressure on the provision of compulsory education resources in urban areas in the future.The conflict between the equal rights of compulsory education for migrant workers in cities and the limited supply and demand of urban public compulsory education resources will be prominent.This will make it totally dependent on the government's provision of compulsory education.The logic of the policy is facing severe challenges,which also provides the necessary and possible cooperation between the government and other suppliers to ensure that the new generation of migrant workers can enjoy equal rights to education.This study intends to base on the established constraints of the compulsory educationprovision for the new generation of migrant workers,including the state compulsory education institutional arrangements,the urban endowment of natural resources for compulsory education,and the attributes of public goods for compulsory education,based on Marxist education equity theory,and The analytical framework of the theory of public goods and multi-center governance thesis construction.Consolidate the established constraints of the new generation of peasant workers' right to equal access to education for migrant workers in a unified theoretical analysis perspective-the choice of supply subject.Comprehensive use of literature research methods and historical research methods,in the refinement of the experience of China's urban and rural compulsory education since the founding of new China,combing the research progress of the new generation of migrant workers' compulsory education for migrant workers,and the traditional model of the compulsory education supply for the new generation of migrant workers' relocated children.Based on the three main dimensions of government,market,and society,analyze the practical difficulties and causes of the traditional supply model of the compulsory education for the new generation of migrant workers.Then,on the premise of differentiating compulsory education from "providing" and "producing," the extension of the compulsory education provision process for the new generation of migrant workers for the relocated children will be divided into four links:supply,production,management,and evaluation.Through the government's purchase of education services and other collaborative methods,market supply and social supply main bodies are introduced into the production,management,and evaluation sectors,respectively,and a new collaborative supply model of government-led,market-supplemented,and social-participating modes is established to try to achieve the new generation of migrant workers Compulsory education is transformed from the government's single supply to the government-market-society collaborative supply model,and then the supply-level mechanism exploration and model innovation guarantee the equal rights of the new generation of migrant workers' children to receive compulsory education.
