A Study On The Evaluation Index System Of Scientific Research Funds Management

In recent years as the country deepens reforms and innovations,it has continuously promoted China's increasing attention to scientific research.Scientific research funding is the basic guarantee for scientific research work and it is also the material basis for enhancing national scientific,technological innovation capabilities,promoting scientific and technological progress.As an important place for scientific research work,universities have increased their funding input in recent years,which has led to an increasingly prominent issue of inefficient use of funds and inadequate management.In order to ensure the effective use of scientific research funds in universities and to increase the efficiency of the use of scientific research funds,how to manage the use of it in universities has become an urgent problem for all universities.This article takes the performance appraisal of the scientific research funds management as the research object.Introducing the concepts and theoretical foundations related to the management of scientific research funds and performance appraisal in universities.Sort out the research status of scientific research funds management by domestic and foreign scholars.On the basis of this,combined with the actual situation of scientific research funds management in universities,an index suitable for the performance appraisal system of scientific research funds in universities was selected.Expert interviews were used screen indicators in order to establish a performance appraisal index system.Through the questionnaire survey and AHP,weights are given to each indicator,and the construction of the performance appraisal model for scientific research funds management in universities is completed.Finally,X university's scientific research fund management performance evaluation system is applied to the example,and expert comments obtained by the scoring method is quantified through using the fuzzy comprehensive analysis method.After converting into scores,true reflection of X university's scientific research fund management level is completed.It is calculated that the evaluation score of the university is in the category of “good” as a whole.For analysis of problems found in the process of model construction and application,the specific countermeasures and suggestions are proposed.The establishment of a scientific index system in the evaluation of the performance of scientific research funds management in universities is conducive to the reform of the scientific research funding management system in universities.To increase the efficiency of the use of scientific research funds while creating a good working environment for scientific research workers.This research has made up for a certain extent the previous research on the management of scientific research funds in universities,enriched the methods for the management of scientific research funds,and provided a certain reference and reference value for the research of relevant types of institutions.
