The collectivization of vocational education in our country is in the preliminary exploration stage.The standardized,clear and powerful system has not yet been fully formed.With more and more attention from government paid to running school in vocational education groups,all sectors of society have also started to pay close attention to it and the research about it has also been increasing.And the role of the government in the process of running school in vocational education groups has also caught enough attention of people.Some scholars believe that the government that the government has interfered too much on the running school in vocational education groups,which has affected the independent school running of vocational education groups.Some scholars have advocated that we should learn from the Western experience to make the government withdraw from the running school in groups and give way to the market regulation.Reasonable as the opinion sounds,but it ignores the specific national conditions of our country and the development stage of the running school in groups.Not to mention that the tasks and responsibilities of the government in running school in groups are different at different stages of social development and different social systems.This research will examine the role of the government in running school in vocational education groups and analyze the historical and practical factors that influence the role of government from the specific national conditions and the actual stage of it.Beside,we should learn from the experience of the role in running school in groups of foreign governments,so that provide inspiration for positioning the role of government in running school in vocational education groups.The specific contents are as follows:The introduction part starts with the background of the topic,combs some related research at home and abroad and determines the research ideas and methods of this article on the basis of the definition of vocational education group,running school in vocational education groups and the government's role.The first part mainly discusses the theoretical conception of the government's role in running school in vocational education groups.This part clears the theoretical basis of positioning the government' role in running school in vocational education groups.And claims that the government must adhere to the principle of appropriate intervention,fairness and justice and the priority of law in the process of running school in groups.Besides,the government must fulfill the role of its supporters,coordinators,servers and supervisors reasonably and effectively.The second part is the analysis of the Chinese government's role in running school in vocational education groups.On the basis of analyzing the necessity and feasibility of the participation in running school in vocational education groups of the government,it points out that the government plays an important role in running school in vocational education groups and reviews the real role of our government in the different development stages of running school in vocational education groups.The third part is the discussion of the status and reasons about the deviation of the government' role in running school in vocational education groups.This part points out that the government has the problem of role deviation in the development of running school,such as vacancy,dislocation and offside.Through analysis and interpretation of these problems,the paper finds that the reasons for the deviation of government' role include both internal and external factors.The internal factors lie in the weak consciousness of government role,the characteristics of the government's "economic man" and the rent-seeking behavior of the government.And the external factors include the self-interest of the enterprise,the traditional mode of running a school and the induction of interest groups.The fourth part is the introduction to the experience and enlightenment of role orientation of the foreign government in running school in vocational education groups.Through reviewing some foreign government's role in running school in vocational education groups,such as the United States,Britain,Germany,Holland,Australia andother countries,this part summarizes some successful experiences and provides experience and inspiration for locating the role of our government in running school in vocational education groups.The fifth part mainly explores the goals and paths of the improvement of the government's role in running school in vocational education groups.On the basis of drawing on the successful experience from some foreign governments,this paper constructs the target and concrete path of the government's role in running school in vocational education groups.
