China is a multi-ethnic coexistence of the country,in addition to the Han ethnic group of the other 55 ethnic groups are known as ethnic minorities.China's ethnic regional autonomy system regulates ethnic differences.However,the location of ethnic minorities still faces economic,cultural and social problems,and education is an important problem faced by ethnic minority areas.Compared with other areas,the educational development level of the five ethnic autonomous regions,such as Inner Mongolia,Xinjiang,Tibet,Ningxia and Guangxi,is relatively backward in our country.Ethnic education,as an important part of our national education system,has received extensive attention.In order to change the backwardness of education in ethnic areas,our government has also supported the policy and finance,and implemented some preferential policies for education.However,the problem of national education equilibrium still exists at present.The balance of compulsory education is very important in our country.It has been written into the party's documents and related policies and regulations,and it is also a basic national policy to carry out educational development in China.Hohhot City,the level of national education in the ethnic minority autonomous region belongs to the middle level,has initially formed a nation including pre-school education,compulsory education for ethnic minority education,occupation and national higher education,multi form and multi-level national education system.Since the founding of new China,Hohhot City,two education has achieved remarkable results.As the capital of the Inner Mongolia Autonomous Region,Hohhot is mainly Han and Mongolian,and contains many other ethnic groups.So the development level of ethnic education is very important for the overall development level of Hohhot education.The whole city includes 4 districts,4 counties and 1 flags,all of which have been included in the development of ethnic education.The development of ethnic education in Hohhot has made great progress,but it also faces many problems at the same time.In this paper,the allocation of educational resources equal public services theory,standing on the balanced development of ethnic education perspective on the current situation of the national education balanced Hohhot city investigation,combined with the findings of the analysis,put forward to promote Hohhot ethnic education balanced development policy recommendations.The basic framework is as follows: first,we elaborate on the theoretical system related to this topic,including the allocation of educational resources,the theory of educational equilibrium,and the theory of public service.These theories are the basis of our research.The application of public service theory is relatively mature in foreign countries and less applied in China.Secondly,taking Hohhot as an example,we classify and analyze the history and achievements of the development of ethnic education,and make clear the important status of national education.Third,the investigation of equilibrium of minority education in Hohhot City,including many aspects of hardware facilities,the level of teachers,funding,and AHP method and AHP empirical analysis by principal component analysis,the equilibrium status of national education obtained in Hohhot city.Finally,according to the results of the empirical analysis,the policy suggestions are put forward in order to help improve the balance of ethnic education in Hohhot.
