Study Of The Selection Mechanism Of Presidents Of Public Universities In China Since The Founding Of The People's Republic Of China

With the establishment of the goal of " Double First-rate ",the discussion on the development and discipline construction of universities is more intense.As the "rudder" and "leader" of the University,the ability and quality of the university is related to the development of a "double first" University and the speed and quality of the sustainable development of the University in the future.How to select the appropriate university president scientifically has aroused the attention of all circles of society.The selection of university presidents in China has always been based on administrative appointments.It tried to use public election as an innovative model for the selection of university principals.In 2011,Southwestern University of Finance and Economics and Northeast Normal University were the first attempt to select the university principals at home and abroad for the first time,and then the University of Science and Technology Beijing was followed by University of Science and Technology Beijing in 2012.Beijing University of Chinese Medicine and China Medicine University directly under three universities are pioneering pioneers in the selection mechanism reform of university presidents.But in recent years,the discussion of scientific selection of university presidents has become silent.The university president has restored a relatively single system of administrative appointment.From the perspective of historical development,this study selects 31 universities which have been developing since the founding of China since the founding of new China in October 1,1949(since the founding of new China in October 1,1949)as the carrier of research,and 300 university presidents as the research object.The development process of the University Principal Selection Mechanism and the mutual influence between the various elements of the mechanism of university presidents have been changed.It is found that the selection mechanism of university principals is greatly influenced by the political and economic environment.At the same time,the unclear location of the university president and the unidentified selection criteria make the selection mechanism of university principals lack of science.Sex and impartiality;in the process of selection,the selection procedure is relatively simple and arbitrary,which makes the selection of university presidents scientifically.In view of the above conclusion,combined with the actual situation and present situation of our country,the following suggestions are put forward: First,to improve the relevant system,which is the basic guarantee for the scientific selection of university principals.Second,the prerequisite for the selection of university principals is clear,that is,the role orientation and ability requirements of the university principals are clearly defined.The selection of university presidents will be evidence-based.Third,the selection procedure design in the process of university presidents selection is discussed in order to ensure the scientificity and impartiality of the selection of university presidents.
