As Eric Ashby points out,"the success of a university depends on who controls internally." At present,universities are facing the crisis of commercialization,bureaucratization,and technicalization,and the quality of the university is declining.The president of an educator who is capable of managing the university is required to lead the university out of the predicament of development and achieve the goal of university excellence.However,there are five types of role deviations in the presidents of Chinese universities: "strong official consciousness","official" principals pursuing personal promotion,and "disciplinary" principals "being in the position of principal and having their heart in the original disciplines and majors";Both "executive power" and "academic fame" university presidents;"CEO" principals who pursue personal management performance and ignore the educating nature and humanistic spirit of the university;Instead of thinking about the universities' development and planning its future prospects,the "business-oriented " president is engaged in the management of specific affairs of the university all day long.The deviation of the role of the president of the university makes it impossible for the president of the university to have the quality characteristics of an educator,making it difficult to become an educator.What are the characteristics of a president? How to measure the competence of university presidents and measure the degree of realization of the role of an educator?How is the result?How does the selection system promote the generation of educator university presidents? Based on the above-mentioned issues,this article is based on the theory of the professional role of university presidents in "education",the theory of educator university president competence,and the theory of university president selection systems.In order to measure and evaluate the degree of realization of the role of educator,the study takes a province as an example,from the perspectives of university principals,middle-level management and university teachers,which are the three types of university organization main body.From the perspective of stakeholders with professional characteristics,this paper tests and evaluates the competency of university president.As a participant in the mentorship project,the author used the mid-term research results of the " Presidents' Competency Model" as a tool to carry out multi-subject evaluation and evaluation scales to perform competency evaluations,and the reasons for the research resultswere explored,with a view to find out thefactors affecting the competency of principals,and then to provide a realistic basis for the optimization of the selection system.The main research conclusions are as follows:(1)the overall performance of university presidents' professional competence is mediocre,and the rate of excellence is relatively low;(2)some university presidents have a lack of firm educational ideals,lack of commitment to the career path,disciplines of the heart,full commitment,and it is difficult to devoted themselves to running a school in a pragmatic way;(3)Some university presidents do not have the school education thoughts and school management concepts,the school-running orientationl is not clear,and the school characteristics are not clear;(4)ssome university presidents need to improve their ability to plan for university reform,strengthen their school-running characteristics and acquire school-running resources;(5)Generally speaking,the influence of university headmasters is relatively low,and there are few unique successful experience which is worth to be condensed and used for reference.The results of these five studies show that there is still a certain gap between the competence of general university principals and the competence of educator university presidents.Therefore,the research focuses on improving the competence of university presidents from the perspective of the selection system.In order to make the educator presidents' selection system more targeted,research on the optimization of the system based on the results of the current evaluation of the university president's competence and the critical transformation of the current selection system is proposed.For the purpose and value orientation of the current university president selection system,education The selection of university presidents needs to be improved from the perspective of institutional rationality.The selection system of educator presidents should pursue value rationality.The university should be selected as the main body to participate in the selection of principals and the "elite" within the university organization as the selection body.Educator principals who are willing to contribute to the education cause;the selection criteria should highlight the principal's "education" professional competence,and its selection process should adopt the selection process that is consistent with university autonomy and the specialty of education.This is the rational goal of institutional tools.The dual theoretical construction of instrumental rationality provides theoretical reliability for the selection of educator principals.In addition,the rationality and effectiveness of the educator university president election system also needs institutional conditions and guarantees.It and the educator university president election system together constitute a complete institutional system.In the survey of influencing factors ofuniversity presidents' competence,it was found that the president's training system,tenure system,salary system,etc.are important factors affecting the president's competence.Therefore,universities should establish a professional knowledge training system for principals,improve the system of suitable tenure,an autonomous withdrawal compensation mechanism that reflects the professional value of principals,and a salary system for educator principals.Only by providing a system for the election of the president of an educator university can we guarantee the generation of the president of an educator university.
