In 2010,the government enacted the long-term education reform and development plan outline (2010-2020).The plan proposed clearly that the reform tasks are perfecting modern university system with Chinese characteristics and promoting the separation of government and school. The administrative appointment of principal has been regarded as the main sticking point. In order to promote the construction of modern university system with Chinese characteristics, it is imperative for us to change the university security administration tendency to return to university academic standard, and deepen the reform of the leadership cadre selection and appointment system in colleges and universities.In 2011, the Ministry of Education, facing the candidates at home and abroad, holded the open university-president-selection for the first time in Northeast Normal University and Southwestern University of Finance and Economics, which is Subordinate University of Ministry of Educations. In 2012, the second selection was holded in University of Science and Technology Beijing, Beijing University of Chinese Medicine and China Pharmaceutical University. In 2016, March, Beijing university Published public announcement of the selection of the vice President of Peking University. While the reformation of the public selection of university presidents has imminently arisen, a new system is needed to explore in the dark, and learn from foreign reform experience.Taiwan, which has the same culture with Chinese mainland region, started the public selection of university presidents 20 or so years ago and has formed the distinguishing features of its own. Basing on public universities and private universities in Taiwan, this article analyses the principal selection from the perspective of the principal, the process and the tenet,Taiwan university President selection criteria conforms to the basic provisions of Education Personnel office Regulations, which ask the employees have not only the academic background and the administration experience which match the years of working, but also strong ideas of school-management. According to the regulation, the employees cannot be more than 65-year-old, should agree with university education ideas. Against the background of the intensification of globalization and talent competition, the university President candidate must satisfy some special requirements.The selection subject of principals in TaiWan turns to be diversification. While the role of government changed from traditional managements to supervisors, the Universities have more autonomy and freedom. The members of the Selection Committee and Selection Institution include professors, alumnus, social impartial person, Education Department officials, boards of direction and so forth. They participate the selection of principals, and solicit different groups’advice, which demonstrate the University Autonomy.Taiwan university presidents Selection combines the self-recommendation and recommendation. Following the principles the premises of fairness, justice, democracy, competition, the stages include the candidate materials collected, audit, vote, report, and appointment. Each stage accords with Selection Institution’arrangement and requirement and disclose the information.Every coin has two sides.The experience of the principals selection for 20 years,in Taiwan brings important enlightenment and reference to internal structure governance and the system Of principals selection in Chinese mainland.
