Research On The System Of University President Selection

In order to build a world-class university and a first-class discipline,a group of first-rate university presidents is first of all needed.So we urgently need to understand the issue "Who is deciding the university president".This article uses the power analysis framework to analyze the university President selection system from four aspects: power subject,power behavior,power relationship and power operation mechanism.University,government and society is the main power subject of the university President selection system,who is also the main power subject of the university.The power of the university autonomy,the government's control power,and the socially dominant power forms a different power game relationship.Analyze the form of university power game from the outside of the university,divide the university external power game relationship into four different mode: university autonomy model,university-oriented model,government-led model and social-led model.The university internal power game relationship is divided into administrative power-led,academic power-led and administrative power and academic power balance.The game among government control,social orientation and university autonomy determines the direction of university autonomy.The game between the university internal administrative power and academic power dominates the degree of academic freedom.The relationship between main power subject of the university President selection process is the core part of the operational mechanism of the university president selection system.The main power subjects of the university President selection system are the government,teachers,administrators,students,and society.The role and reaction of each subject and object of the university President selection process constitutes the power behavior of university President selection system.The interaction between the power subjects forms a specific pattern.According to the "who dominates power",the relationship among the main power subjects of the university President selection process is divided into three modes: the professor-led model,the government-led model,and socially dominant mode.The professor-led model emphasizes university autonomy,the government-led model emphasizes government control over universities,and the socially dominant model emphasizes the impact of market competition on universities.To some extent,the game between the main power subjects of the university President selection process determines the final selection result of university president.It forms the law of operation among different main power subjects-the type of university president selection system.There are four types of university president selection systems: the university council responsibility system,the board responsibility system under the government leadership,the board responsibility system,and the government appointment system.Those models have their own advantages and disadvantages,all of which are generated to meet the development level of higher education.Starting from the power game relationship among power subjects of the university President process,this article sorts out the development process of the university President system in developed countries and regions of higher education,and specifically analyzes the development process,selection procedures,subjects and standards,and characteristics of university president selection system in the United States,Britain,Germany,Japan,Taiwan and Hong Kong.The university President Selection system in these six countries and regions reflects the characteristics of pursuing university autonomy,decentralization of selection,and selection of legislative amendments from varying degrees.Finally,by studying the development process and characteristics of the president selection system in mainland China,this article examines the mechanism principals of the university President selection system in China,and find out that there are three main problems in the president selection system in China: The main subject of selecting university presidents is single,the selection process turn to administrative issues and the changing role of university roles.The reform paths to solve these problems include: improving the legislation of the university president selection system,strengthening the participation of the university president in the selection and governance,and establishing professional criteria for selection of university presidents.
