Protecting the development of lifelong education in the form of law has not only become an important measure for various countries and regions to promote the development of lifelong education,but also has become a major strategic policy for China to build a lifelong education system,build a learning society and promote the overall development of mankind.This paper has made comparisons of and analyzed differences and similarities among Fujian,Shanghai and Hebei's lifelong education regulations from three aspects,including general,implementation path and safeguard system,comprehensively using the literature research method,the comparative research method and the historical research method under the guidance of the theory of lifelong education and jurisprudence.It will help to draw useful inspirations for our local and national legislation.This paper is divided into five chapters.The first chapter is the introduction.It elaborates the origin,purpose and significance of the research,the status quo of research at home and abroad,commentary,research ideas and methods,key points,difficulties and innovations of the research,theoretical basis and concept definition.The second,third and fourth chapters directly compare the lifelong education promotion regulations among Fujian,Shanghai and Hebei.The second chapter compares the general content,including the aspects of the legislative ideas,legislative objectives,legislative basis,legislative principles and adjustment scope.The third chapter makes a comparison of implementation path from ten aspects,such as division of responsibilities,training institutions,senior education,community education,family education,general school education,social organizations,open universities and credit banks.The fourth chapter compares the security system,including six aspects of education funds,teaching staff,social resources,supervision and management and legal responsibility.The fifth chapter is the revelation.It not only has enlightenment to the local lifelong education legislation,but also has enlightenment to the national lifelong education legislation.It can not only promote the continuous perfection and supplement of the local lifelong education legislation,but also promote to issue the law of national lifelong education.
