Research On The Optimization Of The Service Capability Of Science And Technology Communal Groups In Wuhan

Science and technology communal groups are social organizations spontaneously and voluntarily formed by science and technology workers who share the common scientific research interests and scientific and technological objectives,committing to a series of academic or social service functions such as academic exchanges,popularizing of science and technology knowledge,industry supervision.Moreover,the science and technology communal groups play a tremendously positively role in advocating innovation and development of science and technology,promoting academic contention and progress.With the deepening of the general reform,if the science and technology communal groups should be integrated into the pluralistic system of social governance,their own service capabilities must be optimized and upgraded.In the high requirement of social governance,problems of science and technology communal groups in term of service level are gradually exposed,which are intensively reflected as: low service capacity,decoupling is not complete restructuring,lack of two-way communication between the public and the communal groups,communal groups don’t fit market economy development.In this paper,taking the optimization of service capacity as the theme,some investigation and research into science and technology communal groups in Wuhan have been exercised,and data analysis,comparative study have been carried out.After combing relevant theory and concepts,this topic of the paper has been researched mainly from the following aspects:First of all,via the analysis of research data,the author has recognized the existing problems in the service of science and technology communal groups in Wuhan,namely,the problems such as the allocation of funds and staff,the lack of internal mechanism and other problems in term of survival and development,the single service supply,the weak service promotion ability,the low service demand conversion rate and other direct service capacity problems.Secondly,starting from perspectives of government-communal groups cooperation system,public demand system and science and technology communal groups service system,it is necessary to explore the interactive relation between the various systems and the service ability improvement of the science and technology communal groups,and furthermore deeply dig into the reasons why the service capability of the science and technology communal groups in Wuhan is difficult to optimize the upgrade.Last but not the least,through learning from the relevant domestic and international experience,policy recommendations of the service capacity optimization have been proposed from the four aspects,namely,the government,system,society,science and technology communal groups itself.Only by achieving internal and external linkage and assure of the optimization of the science and technology communal groups service capabilities,it can be ensured that the science and technology communal groups better cooperate with the government,provide public service,play a sound social governance role.
