| With fast economic developments of China, there are a lot of inconsistencies and restriction continually accumulated, hindering the further growth. The mode of high input plus large consumption leading to low growth must be changed. Self-innovation is the most effective strategy so far. At present, how to enhance the self-innovation capability is the core of state's economical structure adjustment, change of economical growth mode and improve regional and state captivity. So, understanding the essence of self-innovation capability in an enterprise as well as scientifically guiding a city to improve its self-innovation capability based on reasonable evaluations is of extreme importance and urgency now.Firstly, basing on summarizing research status quo in our country and overseas, the thesis defines relative concepts and features about science and technology talents'self-innovation. Define technology self-innovation's connotation, introduce characteristics of self-innovation, the thesis summarizes self-innovation and discusses self-innovation development and principles.Secondly, the thesis summarizes status quo of self-innovation and state enterprise in Tianjin city from macro point of view. At the same time, the paper analyses self-innovation in scientific researches and scientific research talent achievement and deficiency. Point out that self-innovations and scientific researches do exist deficiency in Tianjin.Thirdly, basing on analyzing scientific research and self-innovation, the author put forward some scientific, practical and feasible suggestions, regulating the human resources management strategies for scientific and research talents in the city.
