Since the 18th National Congress of the Communist Party of China,the Party and country have been actively implementing new development concepts and building the modern economic system.Moreover,some major strategic deployment and documents are promulgated in the field of scientific and technological innovation.In keeping with the spirit of the document,the science and technology information service organization as a whole ushered in an important strategic period,in which opportunities and challenges coexist for career development.Undoubtedly,social welfare science and technology information service institutions have made great achievements in the long-term reform,and promoted the development of social welfare scientific research.However,on the whole,the problems of the local social welfare science and technology information service institutions on insufficient autonomy,insufficient talent incentive measures,and lack of internal talent training have not been solved,which leads the reforms are progressing slowly.Therefore,it is an urgent need to strengthen research on how to solve the problems facing the reform of scientific and technological information service institutions.Through taking public welfare science and technology information service institutions as the object od study,the paper aims to promote the classification reform of scientific research institutes,establish and improve the modern scientific research institute system as the research direction,which is based on survey of 25 provincial public welfare science and technology information service institutions nationwide from summary and analysis of the major special research materials in the Ministry of Science and Technology.Besides,the purpose of expanding the construction of a governance structure that conforms to the law of innovation and clear functional positioning,improving the scientific research organization method,and researching on how to expand autonomy,we focus on incentive policies,and effectively training talents for public welfare science and technology information service institutions according to the example of the Hubei Academy of Scientific and Technical Information.Surrounding the release of creativity,this paper discuss from the external optimization to expand unit autonomy exploration and from internal management mechanism to explore two generous face optimization macro management system of information service of science and technology.Moreover,this paper research how the information service of science and technology in the reform of institution classification establish management system that can meet the needs of business development,under the background of "decentralization of management and services".Based on promoting the overall quality and efficiency of the business,this paper can make reference for the continuous reform and innovation of the Hubei Academy of Scientific and Technical Information,provide an optimized plan for the establishment of a high-quality development system and mechanism for the opportunity of the times,and offer learning experiences for other science and technology information service institutions.
