Every country in the world is faced with the problem of poverty.Compared with ordinary education,vocational education is more closely with the economic and social relations,it is an important part of national education system and human resource development.vocational education has some advantages in the aspect of education poverty alleviation,which shoulders the important responsibility of promoting employment entrepreneurship.Vocational education poverty alleviation measures and professional education actions without relevant vocational education policy texts for poverty alleviation.The current education has for vocational education policy texts for poverty alleviation related analysis,but less the quantitative analysis and literature "coding analysis".The paper sorts out the texts of poverty alleviation policies of vocational education,and finds out 67 related policy texts which based on the two authoritative legal search engines of "Peking University Magic" and "Peking University Fables",and using spss20.0 statistical analysis software for vocational education poverty alleviation policy text release time,nature,the authority of the department,the theme of policy text sector joint mandate and econometric analysis.On the basis of poverty alleviation policy text analysis theory and "rooted theory",this paper analyzies the vocational education poverty alleviation policy texts and extracts first-level code?second-level code and third-level(core)code.Through the code analysis,the main subjects of poverty alleviation policies in vocational education in China include government,education organizations,and other organizations.Among them,government agencies involved in poverty alleviation policies for vocational education are showing “multi-authority”,educational organizations are showing increasing trends,and the participation of other organizations is increasing;In the text,the state supports the development of vocational education mainly related to education resources,education power,education system,vocational education and teaching activities,vocational education teacher training,which are also the main problem to be solved in vocational education in China,in which the source of vocational education resources is diversified,education rights have the characteristics of “decentralization”,the education system is constantly reforming,and vocational education teacher training reflects the “people-oriented” values;the problem of poverty alleviation policy in vocational education mainly involves vocational education poverty alleviation policy objectives,vocational education poverty alleviation measures,vocational education poverty alleviation areas,and vocational education poverty alleviation targets.The goal of poverty alleviation in vocational education has the characteristics of stabilization,the specificization of poverty alleviation measures in vocational education,the occupation of poverty alleviation areas in vocational education,and vocational education object-poor "precision" and vocational education funding increasingly "rational." In the coding analysis is proposed on the basis of the future policy trend: "directional precision",intensify efforts to develop poor areas human resources,create sufficient policy guarantee for vocational education poverty alleviation,internship recruitment?training?employment systematic services.After rethinking the poverty alleviation policy of vocational education,the reasearch shows that there are four problems in the poverty alleviation of vocational education in China: the singleness of policy formulation,inadequate policy supervision,poverty alleviation mechanism construction absence,and inadequate supporting measures.Finally,corresponding policy recommendations are proposed in response to these issues: 1.To achieve poverty alleviation policies in vocational education,to formulate participant diversification;2.To strengthen the supervision of poverty alleviation policies in vocational education;3.To improve the supporting system policies from multiple angles,such as improving the employment environment and supporting self-employment;4.Set up poverty alleviation and multi-party cooperation assistance mechanism.
