Thanks to our country is in the decisive stage of building a moderately prosperous society in all respects,poverty alleviation is an important battle.The causes of poverty are complex and various,among which the lack of human capital is one of the important reasons.Vocational education is a form of education that can directly affect human capital and has been playing a dominant role in China's poverty alleviation process.Since the reform and opening up,our country has attached great importance to poverty alleviation in vocational education.China issued a number of policy,based on theory of policy instruments,for these policies did comprehensive analysis and put forward the optimization advice,which provided some references for vocational education working on the crucial final stages of the poverty alleviation and the rural revitalization.According to certain principles,the author searched and sorted out the text of vocational education working on the poverty alleviation,and collected 38 effective policy samples covering the period from 1984 to 2019 at the national level.Based on Roswell's and Zegveld's three types of policy tool classification theory,the three-dimensional analytical framework of policy tools was constructed by combining the four elements of vocational education development system,included education,schooling,national standards and security,as well as the evolution stage dimension of the policy of poverty alleviation in vocational education.Then to encode the paragraph,sentence of the collected text related to the vocational education working on poverty alleviation,corresponding to the three dimensions of the related indexes frequency statistics,summary of each policy tools,then find deficiencies existing in the text mining policy,and put forward suggestions to improve.After summary and analysis,this paper comes to the following main conclusions:the participants are increasingly diversified;overflows of supply-oriented policy instruments;inadequate use of environmental policy tools;lack of demand policy tools;inadequate national standards of vocational education;solidified policy tool mix.Finally,based on the theoretical analysis results of the actual situation and needs of vocational education poverty alleviation,the main policy suggestions proposed in this paper are:strengthening publicity and promoting measures to benefit the people;continuing to rely on demand to drive growth,strengthening diversified cooperation among all parties,integrating policy resources,making full use of the role of market mechanisms as policy tools,and strengthening the use of demand-based policy tools.;optimizing the tool combination and improving the comprehensive level;developing innovative projects and integrating regional characteristics;improving the system to achieve a higher level,more authoritative overall guidance;setting up national standards,realizing standardized development,speeding up the establishment of standards for vocational education,to meet the development needs of industries and enterprises,and create forward-looking conditions and standards for vocational education.
