The Study On The "Covered Up" Empowerment

Based on the Theory of Empowering Action Research,this Paper Studied the Whole Process of the Service for Migrant Children in the L Community,and Analyzed the Factors Which Influenced the Empowerment of Migrant Children through the Process of Needs Assessment,Activity Planning and Execution.And then Revealed the Reason and Skills that the Social Workers Concealed the phenomenon of the "Shifting" Empowering Target in the Assessment Phase.Social Workers Came into the Community to Varry out Services for Migrant Children.Through Needs Assessment,Practitioners Found that the Migrant Children did not have a Good Understanding about their Present Situation,their Potential and the Opportunities and Choices that they were Faced with.Social Workers Carried out the Empowerment Services,but the Researchers Found that Social Workers did not Complete the Real Empowerment for Migrant Children.First of all,The Social Workers Ignored the Power Differences Between the Practioner and the Migrant Children,and Lacked of Cultural Sensitivity and Cultural Ability.So in the Needs Assessment,Practioner Selectively Interpreted and Responded the Needs of Clients,and then Designed the Programme to Emphasize Children's Individual Problems.The Programme Intended to Break their own Native Culture which was Absorbed from the Rural Life and Help them Accept the Unban Culture;Secondly,the Above Process Directly Led to the Directly and Indirectly Resistance from Migrant Children;In Addition,When Dealing With the Additional Requirements of Parents and Community Administration,Social Workers Made a Compromise in Order to Increase the Participation Rate and Service Processes;Finally,Despite a lot of Adjustments to the service plan,the Service Goals Shifted Significantly,the Workers Achieved the Satisfaction of the Group Activities Through a Variety of Social Work Techniques.This Article Discussed how the Social Workers Break the Original Purpose of Empowerment,and Emphasized the Importance of the Cultural Sensitivity,Cultural Ability and Effective Communication with the Stakeholders.
