In the report of the 19 th CPC National Congress,General Secretary Xi Jinping emphasized: “Accelerate the construction of world-class universities and world-class disciplines,realize the connotative development of higher education.” This call has pointed out the direction and provided impetus for the development of the universities.Since the founding of New China,although the university has undergone several changes and has achieved remarkable achievements,due to the influence of internal and external factors,there is still an imbalance between academic power and administrative power,and the contradiction between the two powers has become increasingly prominent.It has influenced the scientific and innovative nature of academic research in the university and is not conducive to the development of the university.This paper takes the theories of pedagogy,sociology,administration and other related disciplines as the research basis.It uses the comparative research method,historical research method,and literature method to analyze the historical evolution of the internal power structure model in our universities.At the same time,it analyzes and summarizes the experience of coordination between administrative power and academic power in domestic and foreign universities,as well as the research results of the deliberative democracy theory.At the last,this paper proposes a solution strategy from the perspective of deliberative democracy to construct a coordination mechanism between university academic power and administrative power.Through the study,it is found that there are both academic power and administrative power in the organization of the university.Both the two powers are reasonable,but there are also contradictions between the two.Within the management of universities,democratic participation and democratic negotiation can effectively resolve the contradiction between the two powers.They can balance the relationship between the two powers and form a situation where academic power and administrative power perform their own duties.On the basis of equal and benign negotiation,the two powers cooperating with each other can jointly promote the development of the university.This is the basis for resolving the current coordination relationship between academic power and administrative power inChinese universities.The balance between the two powers and effective collaboration of them are important guarantees for the effective management of university affairs and the prosperity of academic culture.The research on the coordination mechanism of university academic power and administrative power has important theoretical and practical significance.
