Investigation And Rerflection On Coordinated Development Of Human Resources

The 21st century is a new era of knowledge economy when human resources plays a strategic role.President Xi Jinping points out in his 19th report at the CPC National Congress that China will attach significance to building a coordinated system of real economy,technology innovation,modern finance and human resources,making sure of the strategic importance of a coordinated system parallel to the development of human resources.Meanwhile,as a multivariate and multi-level social system,the human resource system faces varieties of problems in different areas.Moreover,the structural contradiction poses severe challenge to it.This thesis focuses on the coordinated development of human resources,building a practical framework based on the features of different areas,which also sheds light on the understanding of common problems existing.It analyses its connotation,aim,existing problems and causes in order to raise a basic route of the coordinated system making full use of the market,which plays a decisive role and the government.What's more,it will make the responsibility of each subject involved clear,thus creating a coordinated mechanism of the cooperative development among government,enterprise and the entrepreneur.This paper combines the coordinated system into the analysis of human resources management,which provides a new perspective for understanding human resources.Meanwhile,the connection between its development and coordination strengthens its practical significance,offering reference for transferring the function of government and constructing a service-oriented government.
