Research On The Human Resources Development And Management In China's Universities

As an important base of gathering and fostering people with ability, the university takes the responsibilities to educate students, display creativities on the knowledge and serve the society. The quality of the graduates depends on the human resources of the university itself, which essentially lies in the level of the human resources development and management. With the development of the higher education reform after the 1990s, great achievements have been made in the reform of personnel system in the universities. The concepts of "human resources" and "the human resources development and management" have initially taken shape. The competition and encouragement systems have been introduced and the teachers group has been refined. However, most of the universities in China are still plagued with the traditional administration of human resources and some problems which shouldn't be ignored still exist, such as the false opinions and acts on recruiting, educating and administrating people with ability, the nonstandard, unintegrated system of the Human Resources Development and Management lack of a long-term program; the unreasonable mechanism and disproportional assignation of human resources. In this situation, we are required to change our attitudes from traditional personel management to the human resources development and management. The concept of "Students first, teachers basic" should be firmly implanted into the minds and emphasis should be laid to the development and utilization of people with ability.
