In 1999,the Ministry of Education approved four universities to initiate online education for academic credentials.Up to 2003,68 universities in sum have been authorized to provide this kind of education,since then the number has never changed.In the past two decades,the development of online education for academic credentials always went with doubts,among which the target was the quality of education.This study adopts university A as the case of analysis to disclose the problems online education for academic credentials are facing with.Based on the analysis of origins and impacts of the existing problems,especially the limitations of existing quality control system,this study suggests future direction for optimizing national supervision as to improving the quality of online education for academic credentials.This thesis first looks back on the shifting policies of online education for academic credentials,and combined with the development dilemma of online education for academic credentials of A university.With the theories of quality management and public interest as the starting point,uncovers the serious problems online education is facing with,such as the phenomenon of "reverse elimination" of bad money and the difficulty in guiding learners' conduct due to the psychology of conformity.The existing problems have a great bearing on the lack of national regulation,as well as on many universities' enthusiastic pursuit of economic profits and the disagreement on quality control among the universities that are providing online education.All of these will have a negative impact on the credibility of education society,threatening the reputation and prestige of those universities that provide online education,distorting the public's viewpoints of continuing education and undermining the fairness of competition in the workplace.Considering China's national conditions,the thesis further posits that the top-design of online education for academic credentials should adopt the experiences UK and the United States have in terms of their legal system,key management and brand demonstration within the domain of remote higher education.By doing so,we may urge universities to strengthen internal management,resolve the crisis of identity and change the public's attitude towards continuing education,which will provide a firm foundation for the scientific and sustainable development of online education for academic credentials,making it a better complementary to the higher education.
