School safety ability refers to the ability of detecting and eliminating hidden dangers,controlling safety accidents,and conducting safety teaching activities.Strengthening the construction of school safety capacity is of great significance for ensuring students' safety and improving students' safety literacy.As early as 1995,the Education Law of the People's Republic of China has made explicit provisions on the school safety.Subsequently,a series of policies on school safety have been introduced in succession by the State Council,the Ministry of education and the local government,which played a positive role in constructing school safety capacity.However,how many goals have been achieved needs to be further analyzed and demonstrated.The empirical research on the construction of school safety ability is conducive to the standardization and scientific of school safety work.Based on purpose sampling and random sampling,this study selects 19 junior schools from 7 counties(districts)of 4 cities(Taiyuan,Linfen,Shuozhou,and Yangquan)in Shanxi Province as research subjects.This study uses self-made interview outline of city(county/district)and school,safety evaluation form,safety work observation form and safety literacy questionnaire of special post personnel.On the basis of the crisis management theory and public governance theory,this paper describes and analyzes the school safety capacity construction status in Shanxi Province from the school safety management and the school safety education issues.Furthermore,according to the problems in the construction of safety capacity of elementary and middle schools in Shanxi Province,this study puts forward the countermeasures.Some achievements have been achieved in Shanxi Province,such as the interscholastic teaching research activity,the course assessment which combines self-rating and other-rating,home-school cooperation and safety work assessment,however,there are still some defects,which mainly manifested on the safety management and safety education.Specifically,problems in safety management mainly manifested on insufficient security resources,single school safety governance mechanism and imperfect security system,and problems in safety education mainly manifested on low level of safety education,imperfect safety drills,and their defective safeguard mechanism.In response to the above problems,this study puts forward the countermeasures from two dimensions.On the school safety management,strengthen the construction of school safety resources standardization,diversified school safety governance mechanism,and school safety system standardization.On the school safety education,the perfection of safety education guarantee and assessment system,the combination of development curriculum and discipline penetration,and the enhancement of safety drills standardization.
