After years of continuous exploration and practice,the counterpart support of basic education in border areas has achieved certain results,forming a phased feature of "political mobilization oriented,government driven as the dominant force and passive acceptance of receiving schools".However,counterpart support work is a systematic project.At the present stage,basic education in border areas has revealed that the government only relies on government led education assistance,but the social participation in educational assistance is insufficient,and only the support side has "blood transfusion",and the recipient's function of"endogenous hematopoiesis" is insufficient.Lack of political responsibility and lack of other incentive and restraint mechanisms directly affect the sustainable development of education aid and the continuous improvement of comprehensive benefits.Therefore,it is urgent to improve the efficiency and quality of counterpart support through optimizing the counterpart support mechanism of basic education in border areas,which is the key to ensure the sustainable development of counterpart support in basic education in border areas.Taking the counterpart support of basic education in Chongzuo border area of Guangxi as an example,first,the field survey,questionnaire survey and in-depth interview were conducted on the current situation of counterpart support in basic education in Chongzuo,Guangxi,focusing on the development trend of counterpart support policy in basic education,the scale and distribution level of counterpart support in basic education,and the basic education.The current situation of counterpart support in basic education in Chongzuo is thoroughly investigated and analyzed,and the effectiveness of the basic counterpart support development in Chongzuo is analyzed according to the practice of key projects in Chongzuo's basic education counterpart support.Secondly,from the counterpart support channels and educational counterpart support of education,The problems existing in the counterpart support mechanism of basic education in Chongzuo border area of Guangxi are analyzed and summarized from five aspects:principal coordination,educational counterpart support self development mechanism,educational counterpart support coordination mechanism and education counterpart support and incentive mechanism.It is concluded that the reasons for the unsound counterpart support mechanism of basic education in Chongzuo,Guangxi are due to the following five aspects:the educational counterpart support,the multiple main body synergy mechanism is not perfect,the education counterpart support mode is single,the education counterpart support coordination mechanism is not perfect,and the education counterpart support incentive and restraint mechanism is not perfect.Finally,combined with the theory of synergy governance and endogenous development theory,it puts forward five ways to optimize the support system from the following aspects:improving the support of multiple support partners of the counterpart support,improving the multi-source channels of counterpart support,improving the coordination mechanism of counterpart support and improving the incentive and restraint mechanism of counterpart support.
