An Status Study Of Joint Research About Counterpart Aid In Xinjiang’s Colleges And Universities

To implement the western development strategy and strategy relying on science and education,improving the strength and the level of university education in the west, realizing the balanceddevelopment of eastern and western areas of higher education, the ministry of education launched"partnerships building between colleges and universities in east and west regions" in2011. Since theimplementation of counterpart support, support offer colleges and recipient focus on the actual needs of thesocial and economic development in western China, Combined with their respective advantages,successfully applied together a batch of important scientific research, optimized the resources of scientificresearch in reasonable configuration, accelerated the growth of scientific research team and theconstruction of laboratory platform in the recipient university, increased aid universities scientific researchability and level, enhanced the recipient colleges and universities ability of running school, promoted thelocal social and economic development. Scientific research in colleges and universities as important way ofhigh-level talents cultivation, scientific and technological innovation, promotes the colleges anduniversities from the edge of the social economy to the center. So, research on the support and aiduniversity joint research is helpful to understand the overall situation of this project, promotes theoptimized allocation of scientific research resources, improves the quality of the joint research, promotesthe further development of counterpart support, to realize the balanced development of eastern and westernareas of higher education.This study focuses on the joint research object in Shihezi university and Xinjiang university andXinjiang Medical university, using literature method, questionnaire method and interview method,combining qualitative and quantitative analysis, to do a systematic research on the overall present situation,problems, causes and countermeasures of the joint research in Xingjian’s university. Summarizes theexisting research in the theory aspect, elaborates the related concepts of the joint research；using theself-made "Xinjiang aid and support joint research in colleges and universities study" questionnaire in theempirical aspects, to make a investigation and analysis on the overall situation of joint research fromproject time, project level, project budget and project host. Through depth interview of participants,management department personnel and business personnel I have got a conclusion. In recent years,scientific research are paid attention to by all the support and recipient universities. Some research projectscooperation both have been carried out by both teachers, some certain result have been obtained. But thereare also some problem that would not be allowed to ignore. On the basis of understanding the status, thispaper found that the main problems existing in the joint research: One is that the lacking of related fundsand policy support to the joint research；The second is that the willingness and enthusiasm of teachers toparticipate in the joint research project is not high; The third is that the communication and coordinationmechanism between the offer and recipient college is imperfect; The fourth, the joint research costs andbenefits are not commensurate; The last, supervision and management of joint research is imperfect. We allknow that excessive market competition，heavy teaching and research task, strong administrative colors,single incentives and means，and unreasonable research management systems are the important causeleading to the not optimistic status of joint research. Therefore, in this paper, combined with domestic andforeign advanced experience, based on the actual situation of the support and assisted colleges anduniversities, to explore the way of development, and then puts forward some countermeasures to promotejoint research: enhance the support of policy and funding, establishing a perfect incentive mechanism,making the center of gravity to the base, establishing the concept of win-win cooperation，strengthen the supervision of scientific research project, creating a good scientific research environment.This study is helpful to rich the related theory of joint research, providing a reference about how tofurther improve and promote counterpart support; providing empirical basis about the development andmanagement of the scientific research cooperation in college and universities. This paper is conducive topromote the balanced development of higher education in the East and West as well as achieve leapfrogdevelopment and lasting stability in Xinjiang.
